1. VAT is a tax that taxes the consumption of goods or services.
Every consumer transaction of any kind, whether it involves goods or services, is taxed: buying food, going to the hairdresser, buying train tickets, renting a car, booking a hotel stay, the services of a lawyer, the list could be endless.

2. Requires the intervention of a business owner or professional.
Only those who carry out an activity as a business owner or self-employed professional, and are registered with the Treasury as such, become taxable persons and can (and must) charge VAT on the goods they deliver or the services they provide.
